Universal Child Care is often associated with providing education and care to fulfil children’s rights
to develop optimally. This initiative was formed in line with the commitments of countries in Asia
and the Pacific, declared in Putrajaya in 2016, in realizing Sustainable Development Goals (SDGs),
especially in Point 4, Equitable access and improving the quality of education starting from the
early childhood education level, and in Point 5, fulfilment of women’s rights in the gender equality
framework. In addition, this effort is also in line with the mandate in the Tashkent Declaration and
Commitments to Action for Transforming Early Childhood Care and Education in 2022 regarding
the provision of quality pre-primary education that all levels of society can access.
