SEAMEO CECCEP Strengthens Regional Collaboration in Early Childhood Education and Parenting

SEAMEO CECCEP successfully conducted a series of key activities in October 2025, reinforcing its commitment to Holistic and Integrative Early Childhood Care and Education (HI-ECCE) across Southeast Asia. These events included the 8th Governing Board Meeting (GBM) and the Annual Early Childhood Care Education and Parenting Regional Forum, both held at Pullman Jakarta Central Park Hotel, Jakarta, Indonesia.

8th Governing Board Meeting (14 October 2025)

The 8th SEAMEO CECCEP Governing Board Meeting provided a regional platform to strengthen collaboration and set strategic directions for early childhood education (ECE) in Southeast Asia. The meeting aimed to review the Centre’s annual achievements, establish future priorities, and reinforce partnerships among SEAMEO Member Countries.

The opening remarks were delivered by Prof. Vina Adriany, Ph.D., Director of SEAMEO CECCEP, who highlighted significant progress over the past year, including programs on stunting prevention, school transition, and holistic early childhood policy development. Mr. Alejandro Sinon Ibanez, SEA-PLM Program Manager/Policy Specialist from SEAMEO Secretariat, emphasized the importance of regional collaboration through the ASEAN-SEAMEO Joint Roadmap on ECCE, aligned with SDG Target 4.2. Dr. Suharti, Secretary General of the Ministry of Primary and Secondary Education of Indonesia, highlighted the new national policy on one-year compulsory preschool within the 13-year education framework.

Representatives from 10 SEAMEO member countries attended: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Timor-Leste. During elections, the following appointments were confirmed:

Chairperson: Mr. Janir T. Datukan (Philippines)

Vice Chairperson: Hj. Norsusilawati binti Haji Mohd Tahir (Brunei Darussalam)

Chief Rapporteur: Ms. Caroline Seng (Singapore)

Over two days, the board discussed and approved 19 Working Papers covering key agendas, including:

ASEAN-SEAMEO Joint Roadmap on ECCE – strengthening regional policy and implementation.

ECE Bachelor’s Degree Program in Cambodia – collaboration with Universitas Pendidikan Indonesia (UPI).

Flagship Anti-Bias ECCE Program – promoting inclusivity and diversity from early childhood.

Holistic-Integrative ECCE (HI-ECED) Advocacy – cross-sectoral approach empowering families and communities.

ECE Teacher Training in Timor-Leste – capacity-building for educators in new member countries.

Dewi Sartika Award – regional recognition for innovation and best practices in early childhood education.

The meeting also approved the Annual Report and Financial Audit FY 2024/2025 and the Three-Year Operational Budget Plan (FY 2025/2026 – 2027/2028), concluding with a reaffirmation of commitment to synergy, innovation, and inclusivity. The 9th GBM is scheduled in Manado, Indonesia, 13–15 October 2026.
