Research on Development of a Fair and Inclusive Early Childhood Education Budgeting Model 

In collaboration with BRIN and Universitas Pendidikan Indonesia (UPI), initiated a multi-phase research project to develop an equitable and inclusive budgeting model for Early Childhood Education (ECE) in Indonesia. The initiative responds to persistent disparities in access, quality, and financing of ECE services, particularly between urban and rural areas. Fragmented funding responsibilities, decentralized governance, and uneven fiscal capacity of local governments have contributed to underfunded institutions and inequitable service delivery.

Grounded in a Cultural Political Economy (CPE) framework, the research aims to generate evidence and propose a budgeting model that integrates multiple funding sources, addresses local needs, and promotes equity, efficiency, and transparency. The study is designed to inform national and regional policy dialogue while ensuring that vulnerable and marginalized groups are not excluded from ECE services.


Research on Anti-Bias Education in Early Childhood Education

SEAMEO CECCEP has been developing its flagship program on Anti-Bias Education. This initiative is aligned with global frameworks that emphasize inclusive and equitable education, such as the United Nations’ Universal Declaration of Human Rights, the Convention on the Rights of the Child, and UNESCO’s Education 2030 Agenda. These international commitments highlight every individual’s right to education without discrimination and provide a strong foundation for national and regional policies.

Anti-Bias Education is designed to nurture inclusive learning environments for young children by promoting diversity, challenging stereotypes, and fostering respect and empathy. Early childhood is a critical period where attitudes and beliefs are formed, and interventions at this stage have long-term impacts on reducing inequalities and strengthening social cohesion.


The Development of Ethnoparenthing Model

Parenting knowledge is often dominated by western studies, which is sometimes irrelevant for implementation in Southeast Asia because every country has a different culture and beliefs. Some Research shows that ethicity and culture contribute to parenting styles. Where culture. ethnicity, socio-economic status and environment affect child development. further examining parenting practices based on culture and ethnicity is essential.

The program aims to improve parental engagement, align perceptions among stakeholders, and enhance children’s holistic readiness for primary school, supporting national policies for an inclusive and enjoyable transition from ECCE to primary education.
