Yogyakarta, Indonesia - 9 October 2024 — The Southeast Asian Ministers of Education Organization (SEAMEO) and the Association of Southeast Asian Nations (ASEAN) are set to host a Consultative Meeting on the Development of the SEAMEO-ASEAN Joint Roadmap on Early Childhood Care and Education (ECCE) and a Policy Brief on Access to Early Childhood Development Services. The event will take place on Wednesday, 9 October 2024, at the Royal Ambarrukmo Hotel, Yogyakarta, Indonesia.
The global momentum for Early Childhood Care and Education (ECCE) has significantly increased over the past few years, with major international commitments such as the UN Secretary General’s Vision Statement at the Transforming Education Summit, the Tashkent Declaration 2022, and the ASEAN Leaders Declaration 2023. In support of these efforts, SEAMEO has identified achieving universal early childhood care and education as one of its top priorities to ensure every child in Southeast Asia has access to high-quality ECCE services.
Despite this growing recognition, challenges persist in implementing ECCE programs across Southeast Asia. These include inadequate funding, insufficient regulatory frameworks, and a lack of coordination among key stakeholders. Addressing equity issues, both in terms of the quality and accessibility of ECCE services, remains a critical hurdle.
The consultative meeting will bring together 50 participants from 11 Southeast Asian countries, including representatives from ministries of education, universities, government institutions, non-governmental organizations, and other key stakeholders from both the public and private sectors.
The meeting's primary objectives are to:
1. Review and refine the SEAMEO-ASEAN Joint Roadmap on ECCE and the Policy Brief on Access to Early Childhood Development Services to ensure they effectively address the region’s ECCE challenges, priorities, and strategies.
2. Provide a platform for Southeast Asian countries and stakeholders to share insights, perspectives, and recommendations on improving ECCE policies and services.
3. Foster stronger collaboration and partnerships among stakeholders to support the successful implementation of the roadmap and policy brief.
Organized by the Southeast Asian Ministers of Education Organization Regional Centre for Early Childhood Care Education and Parenting (SEAMEO CECCEP), this consultative meeting represents a crucial step forward in advancing early childhood development across the region. By uniting regional stakeholders and fostering collaboration, SEAMEO and ASEAN aim to create a sustainable and impactful roadmap that ensures equitable and quality ECCE services for all children in Southeast Asia.
