SEAMEO CECCEP and BBPMP West Java Strengthen Collaboration for Early Childhood Education

Bandung, November 5, 2024 — The Southeast Asian Ministers of Education Organization Regional Center for Early Childhood Care Education and Parenting (SEAMEO CECCEP) welcomed a visit from the Education Quality Assurance Agency or Balai Besar Penjaminan Mutu Pendidikan (BBPMP) , West Java, Indonesia. This visit aimed to strengthen strategic cooperation to improve the quality of early childhood education.

The Head of BBPMP West Java, Mr. Aswin Wihdiyanto, S.T., M.A., accompanied by Mr. Mardi Wibowo, S.S., MAP., and Ms. Sri Lilis, M.Pd., expressed his appreciation to SEAMEO CECCEP. Mr. Aswin regarded this meeting as an essential starting point for synergy in advancing early childhood education through advocacy and collaborative programs. SEAMEO CECCEP Director, Prof. Vina Adriany, Ph.D., also welcomed the visit and explained the shared vision between the two organizations in supporting programs to improve education quality.

Prof. Vina outlined several key programs from SEAMEO CECCEP, such as ethnoparenting, which encouraged parental involvement through culturally-based approaches, as well as a transition program to help parents prepare children for elementary school with specially designed modules. In capacity building, SEAMEO CECCEP also provided training for education departments through icapacity building divison. At the international level, SEAMEO CECCEP collaborated with the government of Brunei Darussalam, training 80 teachers in a joint program this year.

In supporting early childhood education policy, SEAMEO CECCEP, through the Advocacy and Partnership Division, actively promoted policy brief initiatives on universal childcare and Holistic Integrative Development (HI-ECD) to enhance education services. Rizal Nugraha, Head of Advocacy and Partnership, explained that SEAMEO CECCEP worked alongside local governments and teachers to strengthen regulations through governor and mayoral decrees related to PAUD HI, thereby expanding access to compulsory education for children.

The discussion continued with a presentation from Asep Subagja on holistic approaches in Smooth transition programs and plans for cooperation with Timor Leste to implement child readiness modules. Rizal added that SEAMEO CECCEP had also developed a policy brief on HI-ECD I and a roadmap that they hoped would receive ASEAN support.

This collaboration between SEAMEO CECCEP and BBPMP is expected to be an essential step in building a high-quality early childhood education ecosystem at both national and regional levels. Both organizations are committed to continued cooperation with various stakeholders in creating inclusive education that is internationally competitive, ensuring equitable access and quality in early childhood education.
